President John Dramani Mahama has instructed the Auditor-General to initiate a thorough forensic audit regarding the financial and operational management of the recent 13th All-Africa Games.
This directive, which was issued on Tuesday, November 4, comes in response to a comprehensive report submitted by the National Intelligence Bureau (NIB) concerning the organization and management of the continental sporting event.
The President’s decision underscores the government’s strong commitment to ensuring transparency, accountability, and value for money in the management of public funds.
Scope of the Investigation
The extensive forensic audit is designed to carefully investigate five critical areas, with the goal of identifying any discrepancies or violations of public financial regulations:
- Procurement and Contracting Processes: The audit will examine all tendering activities, the selection of contractors and suppliers, and will critically evaluate compliance with the Public Procurement Act (Act 663) as amended.
- Financial Management and Expenditure Control: This segment will thoroughly trace all funding sources, including government subventions and private sponsorships, and will monitor all disbursements and expenditures related to the Games.
- Infrastructure and Project Delivery: Investigators will evaluate the execution of all Games facilities, concentrating on cost variations, adherence to timelines, and the overall value-for-money results of each project.
