The Office of the Special Prosecutor (OSP) is preparing to file charges against multiple individuals involved in the contentious revenue assurance contracts between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Limited (SML) by the conclusion of November 2025.
Those anticipated to be prosecuted include former Finance Minister Ken Ofori-Atta, both current and former Commissioner-Generals of the GRA — Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti — along with GRA officials Isaac Crentsil and Kwadwo Damoa. Additionally, Ernest Akore, who previously served as Technical Advisor at the Ministry of Finance, will also face charges from the Special Prosecutor.
This decision comes after several months of investigations conducted by the OSP, which revealed alleged corruption, misuse of office, and violations of procurement regulations in the awarding and execution of the SML-GRA contracts.
Special Prosecutor Kissi Agyebeng stated that the evidence collected by his office indicates criminal behavior by certain officials during the negotiation, approval, and execution phases of the contracts. The OSP is anticipated to officially disclose the specific charges and initiate legal actions in the upcoming weeks.
During a press conference held in Accra on Thursday, October 30, Mr. Agyebeng remarked that the OSP’s investigation had uncovered significant statutory violations, conflicts of interest, and unwarranted payments associated with the SML agreements.
“The engagement of SML for the tasks it claimed to undertake was not genuinely necessary,” the Special Prosecutor asserted.
He characterized the SML contracts as “tainted by statutory violations,” noting that the company lacked both the necessary infrastructure and professional expertise to fulfill the services it was contracted to deliver.
Mr. Agyebeng further indicated that the GRA failed to provide the complete agreements between SML and its third-party partners — a significant oversight that, according to him, compromised transparency and accountability throughout the entire process.
