The Ministry of Trade, Agribusiness, and Industry has issued a warning to the public, importers, and stakeholders in the construction and manufacturing industries regarding the unauthorized importation of Portland cement into the nation.
In an official statement, the Ministry highlighted that according to the Export and Import (Restrictions on Importation of Portland Cement) Regulations, 2016 (L.I. 2240), any individual or entity wishing to import Portland cement for commercial use must secure a valid import license from the Minister for Trade, Agribusiness and Industry.
The sector Minister, Hon. Elizabeth Ofosu-Adjare (MP), indicated that no import licenses have been issued since she took office.
She cautioned that any importation of Portland cement without proper authorization is deemed illegal and will result in stringent enforcement measures, including the confiscation of goods, imposition of fines, and legal prosecution in accordance with Ghanaian law.
To ensure adherence to these regulations, the Ministry stated that it is collaborating closely with the Ghana Revenue Authority (GRA) and the Ghana Standards Authority (GSA) to enhance border monitoring, perform market inspections, and intensify enforcement efforts.
Only certified and licensed manufacturers and importers will be permitted to operate within the cement value chain.
Furthermore, the Ministry urged the public to avoid engaging in unlicensed import activities and to report any suspicious importation of Portland cement to the appropriate authorities.
This initiative, the statement noted, is part of broader efforts to safeguard consumers, bolster local industry, and maintain the integrity of Ghana’s construction sector.
