The Ghana Education Service (GES) has warned school heads against the unauthorized collection of levies disguised as Parent-Teacher Association (PTA) dues.
In a statement released on Wednesday, October 22, 2025, and signed by the Head of Public Relations, Daniel Fenyí, the GES indicated that it had received reports of certain second-cycle institutions collecting various levies without the necessary approval.
The Service clarified that no school is permitted to collect any PTA or development levy without prior authorization. It specified that in basic schools, such authorization must be obtained from the District Education Oversight Committee (DEOC) via the District Director of Education, while in second-cycle institutions, approval must be granted by the Regional Director of Education.
Furthermore, GES underscored that even when such levies are sanctioned, payment is entirely voluntary, and no student should be denied access to school services, rights, or benefits due to non-payment.
The statement also instructed that no head teacher or GES staff member should participate in the collection of PTA levies, emphasizing that fundraising activities are the exclusive responsibility of duly elected PTA executives.
The GES has directed all Regional and District Directors to ensure strict adherence to this directive and to report any violations for prompt disciplinary measures.
