The government has declared that the execution of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), will officially begin on Wednesday, July 16, 2025.
This announcement follows a previous delay by the Ghana Revenue Authority (GRA) which was intended to assess global market conditions and safeguard recent improvements in domestic fuel prices.
The decision was reached in collaboration with the Ministry of Finance and the Ministry of Energy, after a thorough evaluation of current market indicators.
Officials stated that the timing is in line with the government’s wider initiatives to uphold economic stability while addressing the financial requirements of the energy sector.
The amended legislation, initially outlined in Tax Information Circular (TIO) No. 2025/004, presents updated rates for the Energy Sector Shortfall and Debt Repayment Levy (ESSDRL) applicable to various petroleum products.
These modifications are anticipated to assist in bridging funding deficits and facilitate the repayment of historical debts within the energy sector.
The Ghana Revenue Authority (GRA), in its announcement, urged stakeholders in the petroleum downstream sector to be aware of the new rates and to adjust their pricing structures accordingly prior to the effective date.
The Energy Sector Levies were initially established to tackle ongoing financial deficiencies in the energy sector. This recent amendment is projected to generate additional revenue to aid in settling outstanding debts and to support essential energy infrastructure.
Officials have indicated that they will persist in monitoring the effects of the revised levies and will maintain communication with industry participants to ensure a seamless implementation.
