The Attorney General, Dr. Dominic Ayine, has expressed his disapproval regarding the financial allocation for the construction of the National Cathedral, contending that these funds could have been better utilized to finalize several hospitals that are currently stalled under the previous government’s Agenda 111 initiative.
Dr. Ayine made these remarks during the district launch of the Free Primary Health Care programme in the Bolga East Constituency, located in the Upper East Region, on Thursday, August 13, 2026.
In his speech, the Attorney General voiced his concerns about the way the National Cathedral project was both initiated and executed, particularly in relation to the resources dedicated to it.
He mentioned that a report from the audit and consulting firm PwC concerning the National Cathedral was delivered to him on Friday, August 7, and indicated that the funds allocated to this project could have been directed towards other urgent national priorities.
Dr. Ayine maintained that these resources could have aided in the completion of certain hospitals under Agenda 111, a significant healthcare infrastructure program introduced by the Akufo-Addo administration aimed at establishing hospitals in districts lacking sufficient healthcare services.
“The PwC report on the National Cathedral was presented to me last Friday. The funds expended on the National Cathedral, as outlined in that report, could have been allocated to finalize some Agenda 111 Hospitals.
“One does not construct a house of worship in the manner that has been undertaken.”
The National Cathedral was envisioned by former President Nana Addo Dankwa Akufo-Addo as a significant religious and national symbol. Since its inception, the project has garnered considerable public interest, particularly concerning its funding mechanisms, expenditures, and overall progress.
Additionally, the project has come under scrutiny in light of Ghana’s economic difficulties and the competing needs for public investment in essential sectors such as healthcare, education, and infrastructure.
Dr. Ayine utilized the inauguration of the Free Primary Health Care program to emphasize the necessity of prioritizing public spending to enhance access to vital healthcare services.
