Supreme Court Judge nominee, Justice Philip Bright Mensah, has suggested that Ghana’s judiciary should be permitted to retain between 50% and 70% of its Internally Generated Funds (IGF) to improve its operations and efficiency.
During his vetting before Parliament’s Appointments Committee on Tuesday, June 17, 2025, Justice Mensah stressed the importance of financial independence for the judiciary, while recognizing the legal framework that governs public funds.
“The revenue that we generate is also supported by law, which mandates that it must be directed to the consolidated fund, as this is the source from which the government disburses payments to various institutions, including the judiciary,” he stated.
Nevertheless, he contended that permitting the judiciary to retain a substantial portion of its internally generated revenue would bolster judicial services and lessen the dependency on central government funding.
“Therefore, to assert that the judiciary should retain 100% is not something I would advocate,” he clarified.
“However, I would propose that perhaps around 50% to 70% should be kept as Internally Generated Funds.”
