The Public Accounts Committee (PAC) of Parliament has referred the University of Education, Winneba (UEW), to the Attorney-General and Minister for Justice for the prosecution and recovery of GH₵28 million, which is alleged to have been paid unlawfully to the university’s top management between 2020 and 2021.
According to the Committee, this sum was distributed as unbudgeted allowances and honoraria that were not included in the approved university budget, and there were no corresponding documented activities to substantiate these payments.
During an appearance before the Committee on Wednesday, November 5, 2025, the Vice-Chancellor of UEW, Prof. Stephen Jobson Mitchual, revealed that the university had established an internal committee to investigate the issue and had made numerous attempts to recover the funds from the previous management, but these efforts have been unsuccessful.
“Regrettably, Honourable Chair, we have not succeeded in retrieving it. These actions have been characterized by the auditors as illegal,” he stated.
