The extent of financial losses in the current National Service Authority (NSA) scandal is significantly larger than previously reported, as stated by the Attorney General and Minister for Justice, Dr. Dominic Ayine.
During the Government Accountability Series on Wednesday, Dr. Ayine disclosed that a forensic audit performed by the Auditor General has revealed a total of GHS 2.2 billion in funds that have either been stolen or improperly spent within the NSA.
This amount represents a remarkable increase from the GHS 548 million that investigators had initially identified as of June 2025.
“Furthermore, I would like to announce that the Auditor General has carried out a forensic audit regarding the NSA scandal, and the total sum of money that has been stolen or misappropriated now amounts to GHS 2.2 billion,” Dr. Ayine remarked.
“This figure is considerably higher than the GHS 548 million that our investigators discovered earlier this year.”
In the meantime, Gifty Oware Mensah, the former Deputy Executive Director of the National Service Authority (NSA), who has been implicated in the scandal, has pleaded not guilty to charges of causing financial loss exceeding GH¢38 million to the state.
Mrs. Oware Mensah appeared before the Accra High Court on Wednesday, October 22, 2025, where she faced formal charges on five counts—including willfully causing financial loss to the state, theft, money laundering, and misuse of public office for personal gain.
Prosecutors claim that during her time in office, the accused created approximately 9,934 fictitious National Service personnel and unlawfully benefited from the monthly allowances allocated under those ghost identities.
The alleged violations are reported to have led to financial losses exceeding GH¢38 million to the government.
