Parliament has ratified the Ghana Scholarship Authority Bill, paving the way for significant reforms in the management and distribution of scholarships across the nation through the creation of the Ghana Scholarship Authority.
The Minister for Education, Haruna Iddrisu, proposed that the bill be advanced to its third reading, after which the House unanimously approved it via a popular vote.
“Honourable Members, the Ghana Scholarship Authority Bill 2025 has been read for the third time and is hereby passed,” announced Speaker of Parliament Alban Bagbin.
The objective of the bill is to enhance transparency, bolster oversight, and optimize the administration of scholarships throughout the country.
Its approval comes after a previous suspension by Parliament to facilitate broader stakeholder consultations, following public concerns raised, particularly by the Citizens’ Coalition, a network of civil society organizations and notable individuals.
This group had urged a pause on the bill, which was being considered under a certificate of urgency, contending that such extensive changes necessitated wider dialogue.
Education Minister Haruna Iddrisu clarified that the Presidency had recommended Parliament to delay the process to permit further discussions, a measure that has now been fulfilled with the bill’s final approval.
