The Ghana Armed Forces has declared that the government will initiate the payment of gratuity arrears to retired military personnel following the endorsement and execution of Constitutional Instrument (CI) 129.
In a press release disseminated by the Department of Public Relations on Wednesday, February 25, 2026, the military stated that the government “has approved and will initiate payment of gratuity arrears for all retired military personnel under the execution of Constitutional Instrument (CI) 129.”
The statement clarified that upon taking office, the current Military High Command began discussions with the Ministry of Finance and the Ministry of Defence to address what it termed a “5-year long-standing deadlock regarding the gratuity formula under CI 129.”
It highlighted that these consultations have led to “a definitive two-year phased implementation plan.”
According to the release, all personnel who retired from November 2020 will be entitled to arrears calculated in accordance with the new gratuity formula.
Payments are anticipated to occur in four instalments from February 2026 to December 2027, with the first payment expected to be disbursed by the end of business on Friday, 27 February 2026.
“A total of 238 officers and 2,155 soldiers will benefit,” the statement noted, further adding that “all future retirements will be processed entirely in accordance with CI 129.”
The Armed Forces remarked that this development “brings resolution to an issue that has remained unsettled since 2020” and guarantees that affected personnel and those who will retire in the future “receive their complete entitlements at the appropriate rate.”
The Military High Command also conveyed gratitude to the government for its support in reaching this resolution.
