Employees of the National Identification Authority (NIA) are anticipated to initiate a strike on May 13, 2026, due to delays in the approval and execution of migration reports that impact staff working conditions.
This notification was released by the Public Services Workers’ Union in a correspondence dated May 6, 2026, directed to the Executive Secretaries of both the National Labour Commission (NLC) and the National Identification Authority (NIA).
The union asserts that this industrial action is a result of extended delays in the execution of the migration process for NIA personnel, despite the Scheme of Service being approved in July 2024 and the migration process commencing in December 2024.
The union indicated that these delays have resulted in staff being deprived of appropriate placement, corresponding salaries, and overdue promotions.
“Twenty-two months have passed since the Scheme of Service was approved, and despite the completion of the process and the subsequent submission of reports, follow-ups by both the Union and Management have not led to the Ministry of Finance granting approval for staff payment,” the letter expressed.
The union highlighted that it has persistently engaged with management and relevant stakeholders to address the issue, yet efforts to obtain the necessary approvals have not yielded the expected results.
It cautioned that the ongoing delays pose a threat to the “relatively peaceful industrial atmosphere” within the authority.
While acknowledging management’s assurances that follow-ups are in progress, the union stated that workers have collectively decided, through their decision-making structures, to proceed with industrial action.
“By means of this letter, and without further recourse, we will proceed with the planned industrial action if we do not receive the necessary approvals for the implementation of the migration reports for NIA staff by May 13, 2026,” the statement concluded.
